Assessment Time Frame: Minimum of four (4) weeks.
Objectives:- Designed to provide training/work experience opportunities that lead to continuing or future employment.
- Designed to meet community needs, to provide job creation opportunities for a project that will have a direct benefit for community.
- Program funds may not be used to fund jobs which replace existing jobs or would have been created without the help of this program.
- To assist participants develop knowledge, skills and attitudes when combined with the training and work experience to assist them to find full-time employment.
- To provide a wage subsidy and related training costs for an unemployed participant.
Eligible Employers:
Aboriginal Bands/Tribal Councils;
Not-for-profit employers; (less than 100 employees)
* Aboriginal & non-aboriginal companies (sole proprietors, partnerships);
* Aboriginal & non-aboriginal corporations without share capital;
* Churches and religious organizations;
* Community groups, charitable and voluntary organizations;
* Associations of workers and employers, professional and industrial organizations;
* Boards of Trade and Chambers of Commerce;
* Ad hoc groups;
* Public health and public educational institutions;
* Municipal governments;
For-profit employers; (less than 100 employees)
* Aboriginal companies & non-aboriginal (sole proprietors, partnerships);
* Aboriginal & non-aboriginal corporations with share capital;
* Self-employed aboriginal persons;
* Federal corporations;
* Provincial corporations;
* Cooperatives;
* Private health and private education institutions.
ALL BUSINESSES/ORGANIZATIONS MUST BE IN EXISTENCE FOR A PERIOD OF 1 YEAR OR MORE
Eligible Participants: - Must be aboriginal;
- Must be working age;
- Must be long term unemployed (3 months or more);
- No longer required by law to attend school;
- People who require new skills or upgrading of existing skills to enhance employability.
Activities, Duration, & Cost Activities: - Training and work experience designed to meet individual or community needs;
- Activities should prepare participants for entry into labour market;
- May include short certificate training (i.e. first aid.)
Duration: Negotiable. Maximum under 52 weeks.
Eligible Costs: the following are eligible costs , subject to negotiation.
- Wages for project manager;
- Wages for participants (maximum $8.00/hr);
- Mandatory Employment Related Costs (MERCs) for non-profit organizations (ie: Canada Pension Plan, Employment Insurance, Workers’ Compensation Board rate, holiday pay);
- Overhead is negotiable.
- Training costs are negotiable;
- Special Costs are negotiable (i.e. equipment rental)
Approval and Application Process: Approval Process:
Program Officer reviews proposal content and poses questions to Sponsor.
Projects under $50,000 are reviewed and approved internally.
Projects $50,000 and over are reviewed internally and then approved by FVAHRD Steering Committee who meet on a quarterly basis.
Application Process:
It takes a minimum of four (4) weeks to assess a proposal, depending on complexity and Program Officer workload.
The following documents are required:
- Cover letter;
- Completed and signed original JD application;
- Band Council Resolution (BCR) or board motion decision sheet;
- Job titles and detailed job descriptions for Project Manager and participants
- Detailed training plan (include dates, time frames, number of hours, activities, and objectives);
- Course outlines and locations for any off-site training;
- Copy of instructors/trainers resumes.
- Specify or outline Sponsor/Partner contributions.
